Vanuatu 2030 | The People's Plan, is embodied in the National Sustainable
Development Plan for the period from 2016 to 2030.

Vanuatu 2030 charts the country's vision and overarching policy framework for achieving a Stable, Sustainable and Prosperous Vanuatu within the next ten years, and in doing so sets out the national priorities and context for the implementation of the new global Sustainable Development Goals over the same period.

The national vision and the framework for action outlined in this plan have been informed by the priorities voiced by our people, their community and elected representatives, the private sector and civil society over the course of a three-year consultation programme undertaken across the whole country.

Our united voices articulate what we want for ourselves, our children, future generations and our country. This is an ambitious plan. The government is committed to its implementation and monitoring, and to reporting on its progress. Success, however, is dependent on collective ownership of the plan and collaborative partnerships between the people, government, community
leaders, businesses and civil society.
Our development partners will also need to ensure their programmes are aligned to the national vision, goals and policy objectives in this plan. I would like to sincerely thank all of the people who have contributed to producing Vanuatu 2030. This truly is the people's plan, and together we have the capability to fulfill our potential and achieve the Vanuatu we want.

FOREWORD BY THE HONOURABLE MINISTER

Destiny is not achievable for a boat without a sail. Similarly, targets will not be achieved without proper planning. I am delighted to present to you, the Corporate Plan of the Ministry of Tourism, Trade, Commerce and Ni-Vanuatu Business (MTTCNVB).

The MTTCNVB plays a significant role as a government institution to provide services to its citizens in creating investments and job opportunities, increasing individual wealth, increasing GDP and increasing fiscal revenues to enable the government to sustain its “service delivery” to the people of Vanuatu.

This Corporate Plan was developed jointly with the Vanuatu Trade Ready Program, the Trade Policy Framework and in alignment with the National Sustainable Development Plan 2030. The formulation of this Corporate Plan provides a guided roadmap to achieving economic prosperity and self-reliance for Vanuatu.

I seize this occasion to acknowledge the continuous support from major donor partners such as the Australian Government, New Zealand Government, Japanese Government, Chinese Government, American Government and the European Union. I wish also to acknowledge the inputs from our very hard working staff of this Ministry.

The implementation of this Corporate Plan is another major step. In this regard, I sincerely look forward to actively support the implementation of this plan and furthermore, awaiting to see the progressive achievements in implementing this plan. All Heads of Agencies under my Ministry now should ensure that there is alignment between this Corporate Plan and their respective Business Plans.

FOREWORD BY THE DIRECTOR-GENERAL

“To accomplish great things, we must not only act but also dream; not only plan, but also believe” […]. (dixit Anatole France).

It is with my greatest pleasure that I present to you the 2021 Consolidated Operational Plan for the Ministry of Tourism, Trade, Commerce and Ni-Vanuatu Business (MTTCNVB).

Last year 2020 was a very challenging year for the government and people of Vanuatu, as we were faced with both the pandemic of Covid-19 and the devastation left by TC Harold. As a result, most of the targeted resources towards our Ministry were diverted towards other new recovery plans in 2020. I anticipate that budgets for this year 2021 are also programmed towards recovery of the two major disasters encountered last year.

The major impact of the pandemic was that general Government services were downturned due to the closedown of our boarders for the whole of last year. Revenues received from our main revenue earning machinery of the government, which notably includes tourism, was forgone. This has also shed-Light for us to revamp the Trade in Goods aspect of the economy.

This aggregated Plan has been designed to improve agencies programming and planning alignment. Furthermore, the Plan is expected to enhance Monitoring and Evaluation practices under the Ministry.

As Director General for this Ministry, I am devoted to see the spread of economic benefits throughout all the islands of Vanuatu. This Plan is developed to ascertain the level of growth by agencies not only in Vila and Luganville, but also to other islands of Vanuatu. My view for this year is to see a growth in the number of tourism products, number registered Cooperatives, number of business in the industrial sector and other investment opportunities in other islands of Vanuatu, and that means thadepartments are to make visits to provinces as well.

For that matter, this Plan is developed to oversee and administer the resources allocated to the 12 agencies, namely
  1. Office of the Director-General,
  2. Trade Development Division,
  3. Vanuatu Intellectual Property Office,
  4. Department of Industry,
  5. Department of Tourism,
  6. Office of the Registrar of Cooperatives and Business Development Services,
  7. Vanuatu Chamber of Commerce and Industry,
  8. Vanuatu Investment Promotion Authority,
  9. Vanuatu Tourism Office,
  10. Vanuatu Bureau of Standards,
  11. Vanuatu Commodities Marketing Board, and
  12. Cabinet.
Our core target for 2021 is to ensure that all agencies implement the activities that were programmed and appropriated for in Parliament in 2020.
We envision increased contribution towards the National Sustainable Development Plan objectives and towards the lively hood of the people of
Vanuatu.
